These councillors were Janice Lukes and Jeff Browaty. Both opposed Bowman’s development fee plan, which will make building more expensive and passed the day before.

First, this article is newsworthy because the change is recent. Also, the development fees have been a topical issue for a while so this is a follow up. The change in committee members is impactful because the members influence a variety of issues important to Winnipeggers. In addition, Bowman’s decision to remove the members tells Winnipeggers how he wants his plans to proceed unopposed.
